Steve Frisbie is a seasoned public safety technology leader and Program Director with over 25 years of experience driving large-scale operational, IT, and biometric identification initiatives across federal, state, and local environments. Currently serving as Program Director at IDEMIA Public Security North America, Steve leads complex, multi-state programs delivering advanced biometric solutions, including Automated Fingerprint Identification Systems (AFIS), LiveScan platforms, and identity management technologies.
At IDEMIA, Steve oversees critical programs for multiple states and agencies, including Nebraska, Colorado, Louisiana, Oklahoma, Arizona, and Oklahoma City Police Department. He has played a pivotal role in advancing cloud modernization efforts, leading the successful pilot and deployment of IDent 2.0, and strengthening client relationships through Voice of the Customer initiatives. His work directly contributes to product innovation, operational efficiency, and improved public safety outcomes.
Prior to joining IDEMIA, Steve spent over two decades with the Missouri State Highway Patrol, where he retired as a Lieutenant and Assistant Director of the Criminal Justice Information Services (CJIS) Division. In this executive leadership role, he managed statewide systems supporting criminal identification, biometric technologies, and offender tracking, while overseeing a division generating more than $12 million annually. He led major system modernizations, including multiple AFIS upgrades, implementation of statewide LiveScan infrastructure, and the development of Missouri’s Fast ID program, which became a nationally recognized model.
Steve’s leadership extends beyond technology implementation to include strategic planning, budget oversight, legislative collaboration, and cross-agency coordination. He has secured and managed federal grant funding, led large-scale procurement efforts, and contributed to national initiatives with the FBI and public safety organizations. His contributions have been recognized with two Missouri Governor’s Awards for Quality and Productivity.
A former U.S. Marine Corps Sergeant and COBOL programmer, Steve brings a strong technical foundation combined with proven leadership and decision-making capabilities. His career began in electrical project management, where he led large construction projects, further shaping his ability to deliver complex programs on time and within budget.
In addition to his professional accomplishments, Steve is deeply committed to community service. He has served in leadership roles within the Wardsville Lions Club, including as President, and actively participates in charitable initiatives supporting youth and first responders.
Steve holds certifications from the Northwestern University School of Police Staff and Command, the Missouri State Highway Patrol Academy, and the National Joint Apprenticeship Training Committee.
